Hubbard Road work to begin soon

It seems that the once unrealistic dream of Hubbard Road’s repair is, at last, being made into a reality thanks to the Oklahoma Department of Transportation’s (ODOT) 2025-2029 County Improvements for Roads and Bridges (CIRB) Plan which was finalized at ODOT’s July 1 meeting.

No exact start date was given for the project for the 2025 Fiscal Year which began July 1, 2024, but the Journal-Tribune will update when more information becomes available.

The commission voted to approve the annual update to the CIRB Plan for Federal Fiscal Years 2025 through 2029.

The plan includes $863 million for reconstruction or rehabilitation of 176 county bridges and improvements to 408 miles of county roads during the next five years.

The CIRB program uses designated state funding administered by the Oklahoma Department of Transportation and federal, local and tribal funds for the highest-priority county transportation projects.

The plan is updated annually in partnership between county commissioners, their Circuit Engineering Districts and ODOT.

In the extensive 66-page document, Kay County’s projects for Fiscal Year 2025 outlined the Hubbard Road project citing it as “Emergency Relief”.

“Emergency bridge flooding damage repairs (Hubbard Road over Chikaskia River) to the tune of $11,400,000 with the cost split between federal funding and CIRB funding,

Other Kay County projects for the 2025 FIscal Year included grade, drain, surface work to US-177, and bridge repair east of Kildare.

Looking into the future, the CIRB 2026 plans for Kay County included bridge and approach repairs on Hubbard Road and bridge and approach repairs over Bitter Creek on Bender Road.

The CIRB 2027 plan for Kay County detailed grading, draining, and surfacing on Peckham Road starting on NS 327 T St. and extending west 3 miles to NS 324 Q St D2.

Also in 2027 is right of way work on County Rd EW-9 from NS-327 extending east 6 miles to US-77.

2027 work also included utilities for County Rd EW-9 from NS-327, ascending east 6 miles to US-7.

There will also be right-of-way work on bridges and approaches on County Road N3190, 1.5 miles east and 2.3 miles north of I-35 / Highway 60. Utility work will also be done there on the bridges and approaches on County Road N3190.

Bridges and approaches will also be worked on over Bitter Creek on Bender, and the right-of-way and utilities will be worked on over an unnamed creek south of Kildare.

For 2028, the right-of-way will be wormed on 6 miles and 3.9 miles east of Kildare over Coon Creek as well as the utilities there.

The bridges and approaches will also be worked on Hubbard Road.

In 2029, only two projects are listed for Kay County which includes bridges and approaches on NS0314 over Chikaskia River, 4.0 miles west and 3.4 miles north of Braman.
