Here is the information for the Fair's Carnival from WEEE Entertainment:

WEEE Entertainment will be open for the Kay County Free Fair in Blackwell, OK, Tuesday, September 9- Sunday, September 14.
The carnival will be open starting at 6pm Tuesday-Friday, noon on Saturday and 1pm on Sunday weather permitting.
There will be $33 per person unlimited ride wristbands available daily at the following times. All wristbands are valid only for the session purchased.
Tuesday 6-10pm
Wednesday 6-10pm
Thursday 6-10pm
Friday 6-10pm
Saturday noon-5pm & a separate session 5-10pm
Sunday 1-5pm
You can also purchase tickets. Single tickets are $4 each, 10 tickets for $35 or 30 tickets for $100. All rides are 1 ticket per person except the Freak Out, it is 2 tickets per person or a wristband plus 1 ticket.
The ticket box and food concessions both can take cash or card. You must purchase game tokens to play the games. Tokens are purchased with cash only. There will be an ATM available.
